Query top used tags on bounty creation

User Story: As a product manager I want to know what the top used tags are in bounty creation So that i can make informed product decisions

Acceptance Criteria GIVEN I am in metabase WHEN i view the list of questions THEN I should see a question that lists the top used tags AND that list should be ordered from most used to least used
