Spike: can we get email addresses to send grantee notifications?

Overview One of our potential feature improvements for Checker is to implement email notifications to grantees that will automatically send to notify them of status changes to their application (eg - received, rejected, approved.) This has been on both the grantee and round manager wishlist for quite a while! We implemented email notifications to round managers during GG20 to notify them that they had received new applications to review. It's a bit trickier to notify grantees because we encrypt their email addresses using LIT and will have to decrypt the email addresses and send those to a mail service.

Details The goal of this ticket is to do a spike to determine if/how email notifications might be possible with the decryption issue.
