Allow to update grant after the application 🌀

Current status: application is final, unable to update.

Desired result: allow updates.

This is based on feedback, calrification, review, scrutiny, community input.

I understand some logic: just like Twitter verified account, if you change your name you will lose your checkmark until verified by the support. Same with smart contracts on the blockhain: we want them to be immutable. At the same time there is nothing from with fixing a typo, incorporating feedback, showcasing existing 100 donors or sharing a link to Twitter spaces as the promo / marketing / shiling gets momentum.
