Builder: Move Github verification helper text out of tooltip onto Project Socials page

In GG20, we're getting some confusion / support requests over Github verification and the requirement of being a public member. As a result, we can experiment in GG20 with moving the helper text out of the tooltip for Github verification and instead onto the page, to make it more clear to the user from the getgo.
