Round End Time Input Widget Different From Other Time Widgets

What happened?

Tiny Thing! 3/4 of the time-input widgets use a 24 hour clock. But the last one (Round End Time) uses a 12 hour clock. Please see the screen shots below

What should have happened instead?

Round End Time Should Use a 24 Hour Clock

Steps to Reproduce

1. Go to Manager
2. Start Setting up a New QF Round
3. See that the time widgets are different
