Not able to apply to meme round

What was the URL where the error occurred?

What happened?

Visited the page to apply. Checked that the round was still open. Was supposed to be open until 3pm UTC and it was before that time. This happened on both the Arb and OP rounds

What should have happened instead?

I think I should have seen an option to apply to the round once I visited the respective round pages.

Steps to Reproduce

1. Go to https://explorer.gitcoin.co/#/round/42161/11
2. See that the apply function is not there
