[spike] Evaluate complexity + time it will take to setup new Passport scorer

Overview This spike is to figure out what needs to be done on the Grants Stack side to support Passport team's request below to setup a new scorer for Grants Stack rounds using Passport.

Details Context from Erich:

"With the GTC staking v2 app rollout throughout April and May, we’re focusing on stamp deduplication and the subsequent GTC slashing for duplicate stamps. It’s a heads-up that any Passport signing into the Grants Stack with duplicate stamps will face slashing.

Given this, it might be a good idea for your team to consider setting up a fresh Scorer ID for the Grants Stack, decoupled from our dashboard. This isn’t urgent – doing it after the round, even after May 7, is totally fine. We’re mentioning this because a new Scorer ID would mean starting with a clean slate, which could be beneficial given the upcoming changes.
