bug: apply for a round modal is not popping up for new user creating a project for the first time

Problem: After I come in via an application link and create a project, I am taken to the My Projects page, where I only see a banner to apply to the round, when I should see a banner and a modal.

The expected behavior is that the modal should pop up for any new users who came in via an application link and had to create a project -> apply. If they have exited the modal or had started the application and return to the dashboard, for example, the modal would not pop up.
