application: do not allow user to apply without selecting a project

Currently, a user could select "blank" as an option when applying to a round. We need to remove this blank option, and prevent a user from applying to a round with no project.

@michellema1208 I cannot repro this one, if I try to select the empty project I get:

Should we still remove the empty project? I think is used to show the initial "nothing selected yet" state.

@DanieleSalatti ah, I didn't see this error when I was intially testing/flagging this. I think since we are now directing users to create a project first before applying (https://github.com/gitcoinco/grant-hub/issues/319), and we have this error in place, we should be good.

I'm going to archive this ticket since no changes were made as a result!
