create project: banner and logo image do not display after moving onto the next page and going back to project form

From @GTChase : I thought this wasn't pulling my images that i put on project submission..But realized it just was dropping them if I advanced from the form and went back to that form prior to submission. Steps to reproduce:

1. enter all project information including images
2. Hit next
3. Hit back

Observed Result: Images that were entered before are not retained when going back from any future page before saving

Expected Result: Images are retained just as all the other data is
