[WIP] blockie-framed avatar for procedurally verifiable goodness

The major purpose of an identicon (blockie) is to visually identify an account. Simply replacing a blockie with an image breaks this functionality. It's important to preserve some procedurally verifiable data so an attacker can't just take your photo and attach it to their account. image becomes: image

Eth Avatar could store blockie and avatar separately. User in app which uses Eth Avatar could be able to specify different layouts of blockie and avatar. For example (from https://github.com/ethereum/EIPs/issues/928#issuecomment-372737697): Diffrent layout It could also display blockie only on mouse hover.
