Can not find the federation tokens on web ui

I have read the document http://gitblit.com/federation.html

If federation.passphrase has a non-empty value, the federation tokens are displayed in the log file and are visible, to administrators, in the web ui.

I can find the tokens in log file,but when I signed in on web ui. I can not find where is tokens showed on the ui.

Federation Proposals (Origin Gitblit Instance)

Select and click the propose link for the appropriate token on the federation page

I can not find the federation page,just find the federation set for repository when edit the repository. btw, I am using Gitblit 1.8.0

It seems the federation should be showed on admin's profile. http://learnlinuxchennai.blogspot.co.id/2015/08/gitblit-master-slave-replication-setup.html

Click on Admin Profile-->federation-->Copy the federation tokens for "all repositories, users, & settings" (Example: Here token is c12b82e1b5e0ba6baec48119468aa09595663164)

On my admin's profile,there are just repositories,preferences,ssh keys
