Create milestones prior to creating first ticket

Currently the milestone page doesn't appear until there is already a ticket for the repo. I like having all my tasks against a milestone so that I can better track task progress vs. bug fixes reported by my users. I know I can create a task, then go and create my milestones, then edit my first ticket to be against the new milestone but it would be much simpler if it were possible to create a milestone first, or as part of a new ticket.

I too would like to be able to create milestones before tickets. This helps in agile development where I can plan out my sprints (milestones) and my user stories.
