Option to store Ticket Attachments in the Filestore

Ticket attachments are currently encoded within the ticket journal. However, they may often be referenced by the repository either in documents or code so when these are large attachments it would be beneficial to store once and reference many times from the filestore.

To maintain existing installations come upgrade the default should remain as encoding in the ticket journal.
