why not use title to instead label

like they did : https://github.com/utterance/utterances

create issue mannually is pretty bad, users have to login when they need comment, they have right to create issue, maybe create issue shoud be did by the first comment one

好吧这个查询接口不能只查询title的， 只有 labels 比较合适
