Support for .net 8.0

Feature description

When used as a dotnet tool it requires .net 7.0 even if you have installed a superior version:

Is there any desire for this? I saw some existing PRs and issues. I put together a "best effort" PR which I am happy to update and make any changes the team wants.

I figured that coming with a proof of concept for this is better than just a discussion.

Here is my PR if you're interested Update the projects to .NET 8, drop support for .Net Framework, clean up unreachable code.
