Moved all the metadata into setup.py

Added pyproject.toml. Version is now fetched from git tags. Fixed .gitignore Removed README.md, since it seems you have switched to rst.

Thanks for the PR! This one has got some conflicts to merge, so I will look into it later and manually implement the changes.
