Create links to https://docs.gtk.org/ in autogenerated code

Add links to https://docs.gtk.org/ in the auto generated XML documentation for the corresponding types / constructors / methods / properties / etc. in internal + public API.

The Generator should be configureable to accept configuration for documentation links. To make this available to end users (GirTool) it should probably be string based.
