Fixed with CUDA windows version with clean install from %appdata%
I tested also with clean installation instead of updating the older version and I notice do the same issue  Read prefs: "C:\Users\giorg\AppData\Roaming\Blender Foundation\Blender\4.1\config\userpref.blend" "nvidia-smi" non è riconosciuto come comando...
So I unistall version 3.7.2 and also Blender 4.0, I use the v3.12 (last version as clean install), it seems working fine now on Blender 4.1.1, I tried also enabling...
Sorry for bad explaination, basically by disable addons that use port works better, in particular with the addons that use different port server. By using them only when needed works...
As main addon I notice ComfyUI for Blender cause the issue, it has different port: https://github.com/AIGODLIKE/ComfyUI-BlenderAI-node
