Investigate scikit-build

As discussed earlier it might be worth investigating the use of scikit-build for integration with Cmake, instead of the custom logic currently defined in setup.py.

I have not used it personally, but heard overall good feedback about it. See e.g. https://blog.kitware.com/18772-2/ for more context about this project.
