bug: log selector issues

1. I've found another issue with the log browsing in the UI: When I open the resource logs, e.g. pod logs, the "Follow" setting is selected by default and I can see the "Starting log streams..." message and nothing really happens at all - it should display "No logs available". Changing the history window helps - if I select 24 hrs instead of the last 10 mins the log is loaded. However, if I select the 10 mins window back again, nothing changes again - I still see the 24 hrs of log stream. I noticed that when I uncheck the "Follow" setting, everything works as it's supposed to, the history windows are respected and the expected log stream span is loaded, however the log isn't automatically refreshed.

2. If a pod is starting, and we open the log view.. it never starts streaming even when the pod started up.
