Adding 'new' cell prefix in Brazil

Hello from Brazil!

I've sent a few days ago a pull request to solve an issue:

There has been some modifications related to cellular phone numbers in some states, so I've updated the metadata for Brazilian phones. Here's the new set of rules:

As of Nov. 2nd, 2014, all cellphone number from area codes 91, 92, 93, 94, 95, 96, 97, 98 and 99 must begin with '9' As of May. 31st, 2015, all cellphone number from area codes 81, 82, 83, 84, 85, 86, 87, 88 and 89 must begin with '9'
