Can't upgrade tool belt in anvil

If i'm not wrong you're supposed to be able to combine a tool belt and belt pouch in an anvil to upgrade the amount of slots it has but for some reason it doesn't work on 1.16.5

Hi I forgot to reply to this. Are you using Sewing Kit? By default if Sewing Kit is present, the recipes are changed into using the Sewing Table to upgrade, instead of the anvil.
