Steam reverting back achivments

So , i unckecked some achievments in game games like rdr 2 and gta v but when i launch the game,steam reverts all the changes. i always click on ''commit changes'' but no luck. whats the problem?

The games likely track the state of those achievements themselves, and reset them to match when you launched the game.
