Any way to get them with sam?

I'm not sure what you ask for. If you meant the Hidden achievements, displayed like below: image SAM can unlock them, yes.

If by locked you mean stuck, I suggest you use the search field before asking something since an issue might already be opened about it, in this case How to unlock Protected Achievements? #176

You mean protected achievements? because they can't get unlocked by SAM.
