Tab headers are flashing

Description: When more than 19 tabs are open, the tab headers begin to flash, and the browser experiences reduced responsiveness. Closing tabs is the only solution to restore full functionality.

Steps to Reproduce:

  1. Open more than 19 tabs

Expected Results: Tab headers should not flash

Versions:

Browser: Ghostery Private Browser 2023.10
OS: Windows 11
