Потому что на данный момент движок выставляет параметры кваров до загрузки серверной dll, от чего квары, зарегистрированные серверной dll пока нереально сменить никакими другими методами, кроме как вручную их выставлять...

@a1batross Я не знаю, как точно называется этот механизм в исходном коде.
