Allow colors to show only when cursor is on the current line

Would it be possible to have the colors only show when your cursor is on the line with a color. This would help decrease the need to have Gitgutter compatibility.

Nice idea. I'm not sure how easy this is to do, it may need some refactoring to keep track of the cursor changes. But I'll leave it here for someone to implement if they get time before me.
