Fixes getumbrel/umbrel-apps#890

Not sure if this is the right place to put this install, but this package does need to be installed system-wide for this issue to be fixed.

Yeah no that first commit wasn't right. I moved the install into umbrelos.Dockerfile, alongside where bluez is installed.
