[Community-Chat] Migrate from Telegram to Matrix / bridge Telegram & Matrix

For privacy reasons it would be great to switch from Telegran to Matrix. Among other things, a phone number is mandatory for Telegram - not for Matrix.

Reactions, a nice look, better emoji theme than the Android default, polls and if you use Telegram you probably know much more than only that.
