[PACE-71] Data Policy Element Lineage: add meta information for traceability of Data Policy elements

In order to be able to track where a section in a Data Policy originated from, we need to keep track of this information in the Data Policy itself as a meta information section. An example: if a user would like to know that certain transforms originated from a Global Transform, the user currently would have no clue on how to determine that.
