Add HuaweiCloud KMS Support

SOPS currently supports encryption through AWS KMS, GCP KMS, and Azure Key Vault. I would like to request adding support for HuaweiCloud KMS, so that projects running on HuaweiCloud can use KMS-based encryption in the same way. I’m willing to contribute and open a PR to implement this support.
