feat(query-builder): Improve value suggestions so that they show up more often

• Value suggestions will now display at the bottom of the menu when they match the query but are not the top item. Previously they were just ignored
• Includes descriptions in fuzzy search params for value suggestions when present

This is most noticeable when searching for issue types:

It also has the side-effect of suggesting has:<filter> for many searches, which could be good for teaching users that feature.
