Ability to drop ALL transactions/spans from the UI
Problem Statement
Right now the only way to limit the span ingestion for a given project is on SDK sample rates. This is good and it would also be helpful to have a switch in the UI that also allows users to limit the spans from the server side. This would account for situations where users can not quickly affect change in the SDK (or know that all users will take the new version of an app) and still make sure that the account is able to control quota.

There is discussion considering adding something like dynamic sampling to AM3 plans (like we have for AM2), which may include the ability to configure the sample rate.
At this time we are not prioritizing server-side quota control. We'll continue to keep an eye open for this request coming up (closing this is not saying that the issue is tabled permanently, just that it's blocked for the foreseeable future).
