chore(data-forwading): Publish endpoints and better docs

This PR will publish the endpoints with better help text for config, per @Christinarlong's suggestion. The error message for hitting this endpoint without the scope will also indicate that it's in limited availability right now, but I doubt people will hit it.

If they do, we can give them beta access, though we will GA soon and when we clean up the feature flag this message will be removed anyway.
