Add pluging setting allowing to attach all threads info to captured events (Android)

This PR adds a new plugin setting allowing to specify whether to attach info about all threads to captured events. This option is specific to Android as for other platforms thread info is included out of the box.

Note: Currently feature is limited to non-fatal events.
