Change the Traces Sample Rate at Runtime

Customer asking if the tracesSampleRate can be changed at runtime.

They remotely control config themselves already. If they updated tracesSampleRate's value, doesn't the entire SDK need to be re-initialized? Can steps be provided for stopping and re-starting the SDK?

Customer also said they'er willing to stop/shutdown the SDK completely, via remote config, if they can't re-initialize or change the sample rate at runtime.
