Support data scrubbing via remote configuration

This is an idea that's been thrown around a few times, but the gist is we'd want to allow you to configure data that you want scrubbed via the Sentry server, and have it relay that information to any clients so it can still happen pre-wire. This is important for compliance reasons, and is the primary reason data scrubbing is still in the client side spec.
