Per-instrumentation instrumenter

Problem Statement

Currently, we can only instrument everything with Sentry, or everything with OTel, there is no in-between.

Investigate whether we can have an allowlist of instrumentations to be instrumented by OTel, while the rest will be instrumented by Sentry (or the other way around).
