[2.0] Update FastAPI integration to use new scopes

Problem Statement

Some integrations are still using old APIs like hub cloning.

Solution Brainstorm

Update the FastAPI integration from old-style (e.g. configure_scope) hubs&scopes API to the new scopes API and make sure the data sent is still the same.
