[Gradle Plugin] Enforce Cocoa SDK version

Description

Since the Gradle Plugin will be inside of this KMP repo, we can much more easily sync and enforce the Sentry Cocoa version that the user needs to use and maybe even give a warning if we notice they are using a version that we do not recommend etc
