Accept Span V2 Envelopes

Once conversion from SpanV2 to existing Span schema is in place we can also start accepting SpanV2 envelopes with the container format.

Accepted SpanV2 envelopes can be treated like standalone span envelopes, they just need an additional conversion to the existing span format.
