Commit to always support current Ubuntu LTS version

Make sure Relay can always run on current Ubuntu LTS version:

  • Check if we have CI to test this and it's locked to the correct version of Ubuntu
  • Add / Update documentation to properly communicate it
    • This should be in the public docs
    • Also Readme in the Relay repo could be updated
