Heatmap cell labels need better contrast

Issue Summary

The heatmap visualization sometimes chooses dark-on-dark colors that are hard to read. See the screenshot - some quantities are white on dark (or black on light) colors, which is good; other quantities are black on dark colors, which is illegible.

Steps to Reproduce

  1. Make a heatmap
  2. Choose Blues as your color scheme
