[Migration] filetime_from_git

I am interested in helping to migrate the filetime_from_git plugin to the new repository. I don't know much Python but am willing to muddle through the process if a maintainer can provide some guidance.

I've created a new repository using CookieCutter along the same lines as what was done in Issue #1315 for the filetime_from_hg plugin. Perhaps this is now in a state where it can be transferred into the new pelican-plugins organization, though it's probably best if someone checks things over first.
