Provide a way to force using latest form version for draft created using old one

It can be possible to design a form that in some cases can't be completed (e.g. a constraint on a note). Sometimes folks in the field discover this after having completed most of an interview. They save as draft, the form gets updated on the server, but then there's no way for them to use the new form version that works with the draft data they saved.

We want this to be possible but not super easy to access because it shouldn't be needed often.
