Problem description

A user is not asked for location permission after killing the app, revoking the permission and reopening a form if moving backwards is disabled

Steps to reproduce the problem

1. Disable Moving backwards in settings
2. Open the attached form: AuditBackgroundLocation.xml.txt
3. Kill the app.
4. DIsable location permission in device settings
5. Open the app and the same form again

Expected behavior

A user should be asked for location permissions and location events should be saved to the audit file.
