Menus right at the bottom of the screen clip awkwardly

The cheap solution since all our menus are short right now is just to pad out the bottom of tables.

I think the only places we're currently using these dropdown menus are the web users page (see UserList) and the app users page (see FieldKeyList and FieldKeyRow). These menus become visible after you click one of the buttons in the rightmost column of the table.
