Briefcase should report the start and finish of tasks

Problem description

When running Briefcase from the command line, it reports that

When the process finishes, it doesn't report anything. It just looks like you are waiting for more submissions...

This is a little disconcerting because it's not clear if the pull finished or the script crashed in some way.

Expected behavior

I'd expect that the logs would show both a start and a finish.
