Submissions of form with Annotate widget/Signature widget with default image described are marked as incomplete.

Problem description

Aggregate is recognizing submissions of form with default image described as incompleted.

Steps to reproduce the problem

1. Fill the submission of the attached form on Collect
2. Send the submission to Aggregate.
3. Open Form Management/Submission Admin and choose the form from the dropdown list.

Expected behavior

Submissions should be displayed in submissions of that form, not in submission admin and incomplete instances.
